Does anyone have or know where I can find a PDF Exe file for
both a mac
and PC that would allow the user to put in a CD and the PDF just opens
in whatever version of Acrobat they have?

I think that what you need is not a PDF exe file but a means to have the
user's computer to open the PDF document when the CD is inserted. I had to
create a similar solution for work and I discovered that even within Windows
systems, there are some issues -- some versions of Windows (95/98) needed
one method and other versions of Windows needed another method. In the end,
I had to purchase (for about $20 USD) a little program which, when the CD
was inserted, ran a program which opened the file of interest. However, you
are interested in a common solution for both Windows and Macs -- I don't
know if that is possible, you may have to create two different CDs.

This is not true, you can put a Windows and a Mac autorun on the same CD, but bear in mind that most users disable this function from their OS, especially Mac users...

If you don't want to see your final users to install Reader, you can provide an installed version on the CD-Rom. Simply copy the folder of an installed Reader 5.x, one for Mac OS, one for Windows.
Reader can run from the CD-Rom on both platforms.
