You will need to hire someone. It's more complicated than recognising a box
on a pdf, you have to know the type of data and in some cases you may want
to add calculations and off course you will need to validate some data entry
so people don't enter 0 for O etc... The tools to create forms are not hard
to use so it may be a very tedious job for you depending on the amount of
interactive forms you want to create.

I have a large number of PDF forms that are not interactive. The company I
work for usually just prints the form, and fills it out by hand.

Is there any tool I can use that will automatically recognize portions of
the pdf file where form fields Should be?

Basically, I need something that will scan the document, recognize the
portions of the document where interactive form fields will go (i.e. boxes,
lines, radio buttons etc...) and make them interactive.

I am desparate to find this software if it exists. I have been searching the
web for over a week now with no luck.
