When I use the "TouchUp Text" tool, I get the little box around only the
piece of text in question. The problem is that I seem only to be able
to move horizontally, not vertically (which I need).
You can (normally;-) select the piece of text with the Object Touch-up tool and move it anywhere on the page.
This work with Acrobat 5 (not tested with 6, can't remember for 4 ;-)
