I think there's some confusion, here.
 
Acrobat Elements is a new concept/product (with version 6). It is listed on the Adobe "Acrobat" page. One must purchase 1,000+ units. This software does more than fill in a form:
 
Adobe® Acrobat® Elements 6.0 software enables enterprises to extend the value of their Microsoft Office investment by standardizing on Adobe Portable Document Format (PDF) for reliable document distribution.
bullet Convert documents easily to Adobe PDF
bullet Enable reliable document distribution
bullet Preserve document integrity
bullet Extend your software investment
 
Acrobat Approval was discontinued (or appears to have been discontinued) with version 5. It is not listed on the "Acrobat" web page, but it is listed in the Adobe store. Single downloads are $39.00. Adobe probably determined that users weren't going to pay $39.00 for the privilege of completing someone else's form.
 
The concept now appears to be to get the maker of the form to fork over the money to pay for users to complete the forms. At several thousand dollars a form, it's priced out of my league.

I stand corrected. I was misled by the Adobe rep when I was looking into a similar forms solution. They are not above "misleading" ;O), to make a (lot of) buck(s). When you check their website for Approval, it doesn't say on the pricing that you have to buy in bulk, just $39 for a single copy. I guess you find out when you actually try to purchase it.

Approval is still available (in bulk; not as a consumer/end user
product).

As stated before, the price of the comparable licencing model for Adobe
Document Server for Reader Extensions is kind of comparable too (with
the exception that you get more possibilities with the latter ...
remember the word "with Approval, you can not approve" ... because
Approval does not support commenting...).
