You cannot bypass the patent office password settings. T h e y need to set the password options already in a way like I described to enable whoever uses the form to fill in the fields.
If you are looking for a way to 'create' form fields on this secured PDF.... Not a chance. The fields need to be created by the one who sets the security protection and then set the security protection like mentioned before ( Printing NOT checked, Change of Document NOT checked, everything else checked - Acrobat v5 ) in order to enable users to enter data in form fields on an otherwise secured PDF. If they don't, they set their own intention to have form fields 'ad absurdum' .
