On the contrary - it can be done with templates. Add the background feature as as 
many pages as there are in the document, then treat each 'real' page of the document 
as a template and apply them one-at-a-time to the pages containing the background 
feature. Then throw away the original pages. It takes half a dozen lines of 
JavaScript.
