Try this (experiment on a copy of your file just in
case you have problems).
Go to
File, Page Setup in Publisher. Select "Booklet" as the document type. The Page
Size is 8.5 X 11. Orientation is Portrait.
Go to
File, Print, select PDF Factory as your printer. Hopefully the print driver will
have the option of selecting 2 pages per sheet. My print driver has
both Output Sheet Size which I set at 11X17 and a Page Size which I set at
8.5X11. I also can select a Page Layout option of "Print 2 pages per
sheet".
Your
PDF should be created as 11 X 17 sheets with the pages oriented in the correct
order for the press. Make a sample dummy booklet with numbered pages to
double check the file.
I
think it's a conspiracy by Microsoft to make this booklet feature as confusing
as possible. It took me a couple of tries to realize I don't want to set the
Page Size in Publisher as 11 X 17 even though that's the size of the
booklet.
