Changing a PDF from PDF version 1.4 to version 1.3 (that is essentially what you want to accomplish) does not change anything in the way the document is presented. Its internal structure may be reorganized, and some "high-end prepress features" may be dumbed down, in order to get it down to PDF 1.3.
Now, in order to get the version down, you have a few possibilities out there.
Acrobat 5 itself is not able to do a proper downgrade. This is something you have to be aware of. However:
• there is a plug-in from Callas Software (http://www.callas.de), named pdfsaveas1.3, which would work in Acrobat 5.
• Acrobat 6 Professional has the PDFOptimizer, which does a relatively good job to create proper version 1.3 or version 1.4 PDFs.
• PDFEnhancer from PDFSages (http://www.pdfsages.com) should also be able to create proper version 1.3 or version 1.4 PDFs.
This should leave you sufficient possibilities...

I work in a regulate environment that requires technical reports going to the FDA. We have finalized a number of reports for one client using word and published in Acrobat 5. Now they want to go back and have the files saved to version 4 so that it will be compatible with Prism software.
My question is will this change the pagination when of the document from version 5 to version 4? If the document does not remain the same then we must right amendments to the reports.
