your customer? Is it destined to be running on a server? What OS will it be
running? What files are they looking to convert, and what are you developing
this in a specific programming language?

creation software tools called ITP that might solve

ITP can both create a document (with application data,
business rules and extensive layout options) and
deliver a result in PDF.
