So, the culprit here was me!
I misunderstood the original request.
Here's what you can do.
You can submit data from Adobe Reader via:
- action ("Submit a Form")
- JavaScript (this.submitForm)
You can control JavaScript via plug-in.
Here's what you can not do:
Submit data via the plug-in APIs since you can not get to the
forms API to make the "submitForm" call from Reader.
Submit the entire PDF file (with the data) from API and/or
JavaScript and/or action.
As far as development:
Please note - whether you are using the Acrobat 5 or Acrobat 6
SDK - it is recommended that you use the READER_PLUGIN flag to ensure
the functionality you're trying to build is in fact supported in Adobe
Reader.
On a separate but related note - Adobe has a product, Adobe Document
Server for Reader Extensions which adds "special sauce" to a PDF which
enables the use of various APIs and functionality, including features
such as Save Form Data, Add Digital Signature, Enable Email, Add
Comments.
If you have a "reader-enabled" PDF you would potentially have access to
additional APIs, including the forms API. Therefore you *could* write a
Reader plug-in to ExportAsFDF, but it would only work in one of the
special PDFs.
Unfortunately, we do *not* have a flag that would confirm which APIs are
added with "reader-enabled". This would be up to the developer to ensure
they've correctly coded their plug-in.
As Leonard mentioned, to produce a Reader plug-in you need to obtain a
Key from Adobe. The information about Reader Keys is available at
http://partners.adobe.com/asn/tech/pdf/ikla.jsp

Well, in order to develop a plugin for Acrobat Reader, you will
to
sign a contract with Adobe - and they will tell you whether or not what
you
are trying to do it legal (ie. if it's not, they won't grant you a
license).
The necessary forms are on the new SDK web site.
