As far as I remember I think there is an implementation of this in
Microsoft's CAPICOM. This is part of the platform SDK (or at least it was
before everything went .Net)

On a windows machine is there any utility available to me that I can use to
implement the standard security handler algorithm (RC4). I am searching for
some code that is included with Windows or that I can find somewhere. Also,
I am also investigating if there is a way to use it license free. I
understand that Adobe pays RSA a license fee. I was hoping that perhaps
there is something built into wWndows that already has a license.
Does anyone have any info that will help me learn about this issue?
I am writing my own code (did not pay for a library).
