If you mean search AND replace - the answer is NEITHER! it is better/best to do it back in the original source material!
PDF (and Postscript) are static formats - they do NOT reflow!
Please do provir mr some references for 3rd party tools or any PDF sdk reference would be a better option.
For what OS platform? For what programming language(s)? Desktop or server? Internal or redistributable?
