you have to do a conversion from every possible
GDI construct into an equivalent PDF construct.

I have been asked to estimate the amount of work involved in writing a printer driver that exactly does this. Can you please point me to some resources that will enable me to make a good evaluation?

Assuming you are already familiar with constructing PDF files, I would start with the Windows Graphics Programming book by Feng Yuan. It is a very complete book on GDI and its internals. It also contains information regarding writing print drivers. The next resource needed is Microsoft's DDK. It contains information on the DDI interfaces to your driver. It's a lot of info, but all of it is necessary in order to have a complete understanding of what is necessary in order to properly estimate the time needed. I would also recommend that you create a User mode driver rather than a Kernel mode driver. The former is much easier to debug.

If you are not familiar with the PDF file format, then you need to download from Adobe's web site the PDF file specification or buy the book from your favorite book seller.
