Because they offer additional features, as well as things such as support & maintenance. Also, most users aren't savvy enough to compile & build source code.
The product that our company has will use this tif2pdf on the server. is it ok under the GPL ? because obviously we sell our product.
You need to read the license for any open source that you use...
