It's not clear which parts of the PDF file you're reffering to.

The PDF file as a whole MUST be in PDDocEncoding, defined in the PDF
Specification.  Some elements within it can be in various other encodings,
such as UTF-16, or even in custom encodings whipped up on the spot (for text
using font resources).

Any string "<< /key (value) >>" (where 'value' is the string) can be in
UTF-16, provided you start with the appropriate leader bytes.

Hello all,

I'm a french new suscriber, and I try to build pdf files within my
application, without using any library.

It works fine in ASCII, but not with UNICODE, even if I add <FE FF> as a
header : it is not recognized and simply displayed as two special
characters.

The format description tells nearly nothing about this subject.

Does anybody knows a solution ?
