The lens problem is common. There are two leaf springs on the button, underneath. One is loose and will eventually bind up the aperture mechanics. It's not a difficult repair, but you have to watch out for loosing the tiney-tiny ball bearing that make the ring click stop.
The Super Program (a close cousin of the Program Plus) does not move off of 1000 until the third frame is snapped after shutting the door. I suspect the Program Plus is the same.
The ooo oo is a weak battery or poor connections. Try checking the battery chamber for cleanliness and check the 3 screws on the baseplate. If the baseplate comes loose, the battery has no connection. I've had the Super Program react similarly with a loose base.
