the more clear blue sky, the more noticeable, especially when at right angles to the sun. i frequently use polarizing filters even when there isn't really any sky visible to kill reflections from the objects in my composition, if i can. the light and the objects aren't always lined up to be effective, but at the very least, it's worth looking through the filter without mounting it to see if it has a worthwhile amount of effect. it can increase saturation by reducing reflections from leaves and many other such surfaces, and can slightly warm the color balance too by removing reflections of high color temperature light from the sky.
