*ist D advice

I've been quoted locally on the istDS with 18-55 lens USD1600 and without 
lens USD1500. istD was USD1800, with lens only.

1] Is the 18-55 lens worth the 100 dollars?
2] For the relatively small difference in price would the ist D with 28-80 
be a better buy?

There are no other kits/specials available for these cameras at the moment
