My experience has been a bill in the mail a few weeks later (from Fed-Ex)
asking me to pay the duties and their $5 documentation fee (much better than
UPS's $25 doc fee).  I guess if you don't pay them, they could stop
delivering more packages to you.  I always pay the small fee promptly using
the return envelope and a check.
