Once again ethics are personal (or organizational) if the person doing 
something is consistant he/she does not have a sliding scale of ethics. 
Smuggling (not paying import/export duties) is an old and revered way to regain 
some of ones taxes pay to the government. About 1/2 the people in the world 
figure it is only illegal if you get caught.

BTW, if you try to tax your neighbor it is considered extortion. If it is 
illegal for you, why should the government get to get away with it?
