For the same reason gas stations still get robbed, even though
they have security cameras.

The CCTV tapes are useful, after the fact, in seeing who was
where, when.  Omnce you know who you are looking for, it's not
all that hard to track their movements.  But until you know
who to track, youu've just got recorded footage of crowds.
