Governments almost never give up ANY power, however slight, without going
through a "significant emotional experience", usually brought on by a
significant amount of blood letting. Better the people never give away any
more power than absolutely necessary.

If we as citizens, feel that the law has given law enforcement too much
power to intimidate legitimate undertakings, then we as citizens have the
power to change that. (I hope).
