Because these icons set flash in full auto mode (it has nothing to do with flash exposure metering). This mode means that camera decides when flash is neccesary and when not and when it is open will fire only when it thinks it is needed :-) As a mode for people who knows nothing about flash usage it is not available in advanced Av/TV/P/M modes ;-)
