What I would call a "decisive moment" shot.
I'd prefer the white wasn't blown out, but still a keeper.

Seagulls will eat anything.  Bread would work.  You may even start a food
fight.
Other sea birds can be more picky. After bread I would try some small fish.
Tossing some fish off of a dock can attract a crowd.  The birds are more
comfortable in the water than on shore.

Here is one taken with a Takumar 55mm on Tri-X.  Notice the bait fish just
off the end of the dock.
