  True, in landscape orientation gravity doesn't help to limit torque.

  No. I'm not a mechanical engineer, but it's easy to imagine a
  reasonably balanced system that will resonate for more than 2
  seconds. But then I also guess the initial amplitude should be
  perceivable.
