In something I read recently, no, you can drive the main part in a regular 
car. It's a 17 mile circuit, but a passenger car can do it.

But to really see it, go off the beaten path for the best shots, yes, you 
also need to go on one of the private tours. Tourists are not allowed to wander 
off the main road without a guide.
