Maybe shifting from a 28mm lens to a 24 or 20mm and moving well forward
and a little bit left.  Position so that the green sign with white
writing "disappears" because it's "edge on" to the camera.  Get close
enough that the boy's photo and the white sign with black writing are
obviously the subject, and with the line of the toy-filled fence
clearly the background or secondary subject.  Try to get enough DOF to
get the picture, sign, and toys all in focus, or maybe the toys just
starting to soften up.

This looks like one Bill might be able to try again.
