I use Ulead smartsave, which I got free when I registered Ulead
Photoexplorer. The smartsaver works as a PhotoShop plugg-in, but also
integrates with Windows Explorer. Just right click a graphical file, and you
can save it using smartsaver, into a JPG, GIF or PNG. It shows a part of the
original, and the same part of the file after the compression, so you can
play with the compression variables. You also see what the file size will be
after saving, there are a lot of options available, not only for the
compression, but also for resampling etc. This is the tool I use for the PUG
entries as well, I am very happy with it.
