We've discussed this often here. The most practical approach is that asking forgiveness is easier than asking permission. Since there's nothing that explicitly prohibits photography, snap away. If some one strenuously objects in an unreasonable manner, and refuses to be reasoned with, pardon yourself and if it's important, come back another time.
