If I understand the way the fluorescent lights work, that shouldn't 
happen.  They should all be "blinking" at the same frequency, that of 
the provided 50/60Hz input power.  But it's quite possible I don't 
really understand that stuff, either. :-)  Again, if my understanding is 
correct, what you're actually seeing is that you're catching all of the 
banks of fluorescents at the same point in their cycle, which changes 
their relationship to the rest of the light sources in the scene.
