You can publish any photo taken in a publish place, illegal act or otherwise. No release required. You can't use a photo to promote a service or product without a release.
That doesn't mean someone can't try to sue you for publishing a news photo, at least here in the U.S. But for the most part, anything that happens in public is fair game.
