Sure it wastes a lot of light, but efficiency isn't the issue. It's a simulation of "bare bulb flash" from the days of expendable bulbs. The light bounces off of everything, not just the wall or the ceiling or wherever a standard reflector is aimed, while still giving some direct flash straight from the "bulb".
