So does my wife who worked in family law untill recently.
 But she is definitely a civilian.
My Oxford dictionary defines "Civilian" as:
"not in or of navy or army or air force or police."

A rather unique definition. Defining something not by what it
is, but rather by what it is not.
I only know of one other group of people that have been defined
in this manner.
