By all accounts no.  The F 70-200mm f4.0~5.6 is a non multi coated 
bargain lens that is cosmetically similar to the 70-210, but is more 
closely related to the takumar bayonet 70-200 f4.0~5.6.  There's a some 
sample variation so a very good 70-200 may be better than a not so good 
70-210, but the 70-210 is unlikely to ever have the flair resistance of 
the 70-210.
