I know it's counter-intuitive, but helmets actually increase risk-taking behaviour. Since they were wearing helmets they thought they were invincible, and so considered copulating on a railroad track before an oncoming train to be a risk worth taking. Had they not been wearing helmets, they'd have likely been doing it in a field or something.
