It depends on how much you're going to print, how many prints you can get from an ink set, and how much an ink set costs.

I have an Epson 820 that I've had for years. I print maybe a dozen 8x10s a year and nothing else. I probably ought to retire it and just use online services. If I wanted to go above 8x10, I'd have to drop at least $250 on a large-bed printer. If I printed little enough that a couple of sets of cartridges would last me all year, I'd go with a $100 printer. I get about 20-30 8x10s out of a set of cartridges for the 820. That lasts me long enough the cartridges "age out". If I was printing 20-30 a month, I'd be wanting something with individual ink tanks to help keep costs down. And I'd want something a lot more durable than a $100 printer.

Net-net, you'll get what you pay for. Just pay careful attention to the razors and blades phenomenon. You're going to spend a certain amount of money on it, either up front or down the road. Just go into the deal with your eyes open. A $100 printer, or a free one, isn't always a deal.
