A sincere and dedicated urban cyclist is telling me Parliament in the
rain is pretty safe.

That's certainly something I didn't expect to have happen today! :)

I remember Brewer's Retail, but never associated with anyone who
actually called it that other than for ironic emphasis while cursing the
Molbatts product as having had insufficient acquaintance with the
tapir's kidneys.

Don't you have to be lamenting this newfangled fashion of using lenses
for that to be the case hereabouts?
