I reckon it's an unwillingness to implement. Face it, Microsoft is
the 900lb gorilla in their business, but still get only one seat at
the table (metaphorically speaking) on a standards committee. If all
the other committee delegates determine a standard to which Microsoft
objects, like the proverbial gorilla they'd simply do what they damn
well want and not what they're told.
