That shouldn't affect it; The C/C++ runtimes install in what Microsoft call the side-by-side (SxS) environment, which makes it possible to have several different versions installed. It's more likely that the redistributable doesn't include the debug versions of the libraries, and I uploaded a debug build of the original ScanTags program.
In any case I've put a new version up for download, built as a release (not debug) version, and linked against static libraries. Thisd should run without requiring any additional environment.
