Nope, that's not it. I can drag-and-drop onto the executable in exactly the same way I can onto a desktop shortcut. Odd.
Can you invoke it directly (from a command window)? Typing "ScanTags <path-to-image-file>" should get you the same results as dropping an image onto it.
