Ummm, yes it is. a "Shag" is the European name for what Americans call a cormorant. Both the double-crested cormorant (made famous by cotty's magazine cover) and Jostein's bird are in the same Genus: Phalacrocorax

The Imperial Shag is also known as the King Cormorant.
