Larry, what you describe is not how P-TTL works. You would have to try hard to notice the pre-flash of the P-TTL. THe interval between the pre-flash and the flash is just at the border of what a human eye can resolve.
What you describe sounds like a red-eye-reduction mode. But even for that, - the first "short wait" is strange (unless it's due to focusing or due to the battery still charging up for the pop-up flash, if the shot happened too soon after you popped it up).
