The adult beverage bracelets don't usually have privacy act data
imprinted on them. That one's got at least 4 lines of text and a
bar-code, and the band-aid on the other arm is in the right place for an IV.

Is that a hospital bracelet or a drink bracelet. I've been to a few
events where they issue those of age something like that at the gate so
that they may partake of adult beverages, without constantly being asked
for ID.
