   I assume it's a hospital bracelet since they issued tickets for
drinks, rather than bracelets.  They keep all the drinkers penned up in
a "beer garden" -- which is just a glorified term for what's generally
referred to as a "segregation unit" in the correctional system.
Paducah, KY is very much in Bible Belt.  It's only been a couple of
years since they started allowing sales of alcohol on Sundays -- and
even then, it's limited to by-the-drink sales in restaurants with a
certain minimum seating capacity.  And that wouldn't have happened if
the town hadn't made a big display of trying to attract an arts
community in order to facilitate a "lower-town renaissance" -- and the
arts community does like a sip of wine after Sunday brunch.  ;-)

That's funny, because my mom's family is from Fredonia, KY, which is still dry and Paducah was where they all went to go drinking.
