Somehow the association between photo files (like JPGs) and the default application for them got changed from PSE to Windows 7 "Pictures". You should be able to find a photo on your hard drive, right click on it, select "Open With" ... it will show you a dialog box to choose the application you want, select PSE ... before you click "OK" look toward the lower left and there should be a checkbox labeled something like "Always use this application for this file type". Make sure it's checked, then click OK, then you should be back to where you were, at least for that one file type (e.g., .JPG files).
