Open Windows Explorer. Doesn't matter what directory/folder you're looking at. On the "Tools" menu, click "Folder Options". A dialog will come up. Click the "File Types" tab. Find "JPG" in the list of extensions in that dialog box. Click on the line that contains "JPG". Now the "Change" button will be enabled down toward the bottom of the dialog box. Click it. You'll get an "Open With" dialog like the one you went through before. Find PSE in the list, or click the "Browse" button and find it on the hard drive if it's not in the list. Make sure the "Always use selected program to open this kind of file" is checked. Click "OK".

If that doesn't do it, check in the preferences or options for your email program to see if it has its own associations between files and programs, instead of using the system wide ones.

If that doesn't do it, you're past the point where I can be helpful. :-)

Oh, and you might have to do that for all of the image file types you want to open with PSE. Something caused Windows "Pictures" to usurp those associations, but there's no real telling what.
