According to the Pulitzer Prize photo exhibit I saw, which included this photo, journalists were *prohibited* from coming in contact with the local people. (Whether this was to protect the journalists from disease or protect the locals - people traveling from around the world could certainly be bringing in new bugs - I don't know). It indicated he did chase off the vulture and went to get help. But he was deluged with abuse from people who didn't know all this backstory.
