Daylight light is bluer than tungsten light; the film's color balance
is intended to correct that, so tungsten balanced film produces a
bluer image than daylight film. You'd want to use the blue filter on
daylight film to simulate using tungsten film.

I'm lazy, so I'd just shoot a DSLR with incandescent color balance.
