Not so much "tiny" (it's at full resolution, IIRC), but highly compressed. I can't remember now if that's in the "private data" tag. But even if the preview image *is* in the file, if it isn't in same position relative to the actual image that could be enough to make the camera unhappy; I rather doubt that the firmware slavishly follows image tags to get to data offsets that are going to point to data in a "known" place.
