Windows Control Panel

    Network Connections

       Local Area Connection
    or
       Wireless Network Connection

(whichever one of those you are using)


That will get you to a window that will let you disable (and, later,
re-enable) internet access from your PC.

Or, if you are paranoid (and wired), simply unplug the network cable.

If you are running firewall software (which you should be), there's
almost certainly a way to turn internet access off and on with that.
Just how to do that depends very much on the software in question.
